PORT OF LOS ANGELES RELEASES NOTICE OF PREPARATION, INITIAL STUDY FOR SAFETY IMPROVEMENTS TO MARINE OIL TERMINAL IN WILMINGTON
SAN PEDRO, Calif. – Feb. 23, 2023 – The Port of Los Angeles has released a Notice of Preparation/Initial Study (NOP/IS) of a Draft Environmental Impact Report for the Berths 148-151 (Phillips 66) Marine Oil Terminal and Wharf Improvement Project, located at the foot of “A” Street in Wilmington.
The proposed project includes improvements to the existing liquid bulk terminal wharves located at Berths 148-151 to comply with Marine Oil Terminal Engineering and Maintenance Standards (MOTEMS) to protect public health, safety, and the environment, including replacing the timber wharf at Berths 150-151 with a new concrete wharf and associated equipment to comply with seismic and safety standards.
The proposed project also includes the provision for temporary improvements at Berths 148-149 for alternative use during construction. Issuance of a new 20-year entitlement (with two potential 10-year additional options) to Phillip 66 for continued operations at Berths 148-151 is also included as part of the proposed project.
The NOP/IS is available for review on the Port of Los Angeles website at portoflosangeles.org/ceqa. The NOP/IS is intended to solicit feedback, which helps to identify any potential environmental impacts and suggest possible alternatives for the project that can be incorporated into the Draft Environmental Impact Report (DEIR) to reduce potential impacts as required under the California Environmental Quality Act (CEQA).
The Port will hold a virtual public meeting via Zoom to receive comments on the NOP/IS on Tuesday, March 14 at 5 p.m. No registration is required. Simultaneous Spanish translation services will be provided. More information on how to join the meeting is available at portoflosangeles.org/ceqa.
